High speed rail bill passes second reading in Parliament
High Speed 2 (HS2) took a step closer to becoming a reality yesterday evening as the hybrid Bill for phase one of the scheme between London and Birmingham successfully passed its second reading in the Commons with MPs voting 452 to 41 in favour of the Bill.
