Whilst I am in favour of pursuing the project on a philosophical level, ie. climate change etc, the problems of generating 8 Gw on an intermittant basis, and pumping this into the grid regardless of demand will play havoc with the poolprice of electricity, such that the price received by the barrage operators will always be at the low end of the price spectrum. This will destroy the economics of the project unless there is a government guarantee of price received; other generators would rightly cry foul. I am truly pessimistic that the project will get off the drawing board in my lifetime. Maybe when oil is 5000 $ per barrel we will do something about it, but then it may be too late.
