Norris plays down Crossrail speculation
"CLRL is jointly owned by DfT and the Greater London Authority," Norris told NCE.
"The appointment is effectively negotiated. You may draw your own conclusions."
Norris unsuccessfully campaigned twice to be Conservative Mayor of London and previously sat on the board of Transport for London.
Current Crossrail executive chairman Doug Oakervee is to step down and assume a non-executive role shortly. Bidders for the £400M Delivery Partner, £100M Programme Partner and design frameworks have also been announced.
As expected, members of the Rail Link Engineering (RLE) group that built High Speed 1 are all bidding, but in two distinct groups.
A Bechtel, Halcrow and Systra joint venture forms one consortium, bidding for the delivery and programme partner contracts. Arup has joined Fluor and EC Harris as the Flare consortium, bidding for the Delivery Partner contract.
Contractor Balfour Beatty has entered into a bid with Parsons Brinckerhoff for the programme partner and delivery partner, and Laing O’Rourke has a sole bid for the Delivery Partner contract.
