Amendments to the ICE Royal Charter, By-laws and Regulations

In the 2007 postal ballot, the Corporate Membership of ICE has voted in favour of a number of changes to the Royal Charter, By-laws and Regulations.
These are:
1. Changes arising from recommendations of the Governance Review conducted during 2006 relating to the composition of Council. These provide for a reduction in the size of Council to comprise 44 members, down from the current maximum of 54. The proposed new structure includes up to 9 in the Presidential Team (down from a maximum of 10), 15 General members (down from a maximum of 25), 14 Regional members (down from 17), 2 Graduate members and, additionally, 4 International members.
2. Amendments relating to professional conduct and disciplinary matters. These include giving the independent appeal tribunal the power to impose an order of costs in respect of its own hearing, with failure to comply with the order being included within the definition of improper conduct, and provisions for Disciplinary Board decisions to be reconsidered by the Disciplinary Board if new evidence comes to light.
3. The need to bring the Royal Charter, By-laws and Admission Regulations into line with currently used terminology by which a ’class’ of membership is now usually referred to as a ‘grade’ of membership. This proposed amendment came about since it was felt that the term ‘class’ might have a negative impact on aspiring members who come from a diverse range of backgrounds and that this could be remedied with a straightforward replacement of the term ‘class’ with ‘grade’.
Just under 6000 of the 47,000 eligible voting members returned voting papers. The voting was as follows:

The majority in favour of all three resolutions is in excess of the two-thirds majority required.
The amendments to the By-laws must now be forwarded to the Privy Council for agreement before any action may be taken to implement the changes.
