Is expanded Great Yarmouth really needed?

One hopes the Outer Harbour does indeed bring international shipping to Great Yarmouth (NCE 17 July).
But among the obstacles are the lack of a road network (as the article points out and the absence of a rail connection.
The reality is that all the traffic to this harbour will have to pass through the town centre, and, in reaching Great Yarmouth will have used roads which are as inadequate as any in the country.
The cost of a road and new bridge to gain access to the harbour could exceed the cost of the harbour.
The article makes it clear that the, as yet undefined, works to make the basic harbour operational have yet to be announced. Could this be because no-one knows what the harbour is for?
